### **Objective**
ELCOT invites bids from eligible firms for the **supply, installation, testing, and commissioning (SITC) of a 1 MW rooftop solar PV project** at the **ELCOT IT Park, Navalpattu, Tiruchirappalli, Tamil Nadu**.
The project includes **comprehensive operation & maintenance (O\&M) for 5 years** post-commissioning.

3. **Financial Capacity** –
* Average annual turnover ≥ prescribed threshold (as per tender).
* Positive net worth in the last financial year.
4. **Certifications** – ISO 9001 & ISO 14001 preferred.
5. **Legal Compliance** – Valid PAN, GST registration, EPF/ESI compliance, and no blacklisting/debarment.

### **Tender Fee & Bid Security**
* **Tender Document Fee:** ₹5,000 (non-refundable).
* **Earnest Money Deposit (EMD):** ₹10,00,000 (valid for 120 days).
* **Mode:** Demand Draft/Banker’s Cheque in favour of “Electronics Corporation of Tamil Nadu Ltd.”, payable at Chennai.

### **Scope of Work**
* Design, supply, installation, testing, and commissioning of **1 MW rooftop grid-connected solar PV system**.
* Civil/structural works, electrical works, interconnection with TANGEDCO grid.
* 5-year comprehensive O\&M including manpower, spares, and preventive maintenance.

### **Evaluation & Award**
* **Two-Cover System:** Technical bid evaluation first; only qualified bidders’ financial bids opened.
* **Award Criterion:** Lowest evaluated cost (L1).
* **ELCOT reserves full rights** to reject/cancel tender without assigning reasons.
