### **Objective**
SJVN Thermal Pvt. Ltd. (STPL) invites online bids for **hiring an experienced O\&M agency** for providing **Operation & Maintenance services** of its **1320 MW (2×660 MW) Buxar Thermal Power Project**, located in **Buxar District, Bihar**.

### **Eligibility Criteria**
1. **Experience:**
* Bidder should have successfully carried out **O\&M work for a coal-based thermal power plant of ≥500 MW capacity**, for at least **1 year within the last 7 years**.
* Alternatively, bidder must have **completed at least 1 O\&M contract of value ≥ ₹32 Cr**, OR 2 contracts ≥ ₹20 Cr each, OR 3 contracts ≥ ₹16 Cr each.
2. **Financial:**
* Average annual turnover of **₹40 Cr or more in the last 3 financial years**.
* Positive net worth as on last audited financial year.
3. **Legal & Compliance:**
* PAN, GST registration, EPF & ESIC compliance.
* No blacklisting/debarment by PSU/State/Central Government.

### **Tender Fee & Bid Security**
* **Tender Fee:** ₹5,000 (non-refundable).
* **EMD (Bid Security):** ₹50,00,000 (Fifty Lakhs) via online payment/DD/Bank Guarantee.

### **Scope of Work**
* Round-the-clock **operation and maintenance of the entire thermal power plant**, including:
* Boiler, turbine, generator units.
* Balance of Plant (BoP) systems.
* Electrical, mechanical & C\&I systems.
* Auxiliary and common facilities.
* Deployment of skilled manpower, supply of tools, consumables, and spares (as defined).
* Ensuring **safe, reliable & efficient plant performance** in line with regulatory/environmental standards.

### **Evaluation & Award**
* **Two-Stage Bidding:** Technical & Financial bids.
* Only technically responsive bids will qualify for price bid opening.
* Contract awarded to the **lowest evaluated (L1) bidder**.
