* EPC/developer experience in infrastructure/industry projects of **₹4 Cr+** plus at least **one 11 kV substation project**.
**B. Financial**
* **Average Annual Turnover:** ≥ ₹9.50 Cr (last 3 years)
* **Net Worth:** Positive in at least 2 of last 3 years (must be positive in immediately preceding year)
* **Working Capital:** ≥ ₹5.28 Cr
**C. Bidding Entities**
* Indian registered entities (sole bidder/JV/consortium up to 3 members).
* JV rules: lead partner ≥50% shareholding; others ≥20%.
* No blacklisting/termination due to poor performance in past 5 years.
