CEL invites online bids for the **design, engineering, supply, construction, erection, testing & commissioning of a 50 MW Solar PV Power Plant** along with **10 years of comprehensive Operation & Maintenance (O\&M)**.

### **Eligibility Criteria**
1. **Technical Experience:**
* Bidder must have executed at least **1 solar power project of ≥40 MW**, OR
* 2 projects of ≥25 MW each, OR
* 3 projects of ≥20 MW each in the last 7 years.
2. **Financial Capacity:**
* Average annual turnover of **₹250 Cr or more in the last 3 years**.
* Positive net worth as per latest audited financial year.
3. **Certifications & Compliance:**
* PAN, GST registration, EPF/ESI compliance.
* No blacklisting or litigation with Govt./PSUs.

### **Tender Fee & Bid Security**
* **Tender Fee:** ₹29,500 (non-refundable).
* **EMD (Bid Security):** ₹5,00,00,000 (Five Crores) via Bank Guarantee/online transfer.

### **Scope of Work**
* Complete **EPC package** including:
* Civil & electrical works, module mounting structures, cabling, switchyard, and grid interconnection.
* Testing, commissioning, and synchronization with state utility grid.
* **10 Years O\&M**: Preventive & breakdown maintenance, spares, manpower, and performance guarantees.

### **Evaluation & Award**
* **Two-Part Bidding:** Technical & Financial bids.
* L1 bidder (lowest evaluated price) awarded the project.
* CEL reserves the right to reject/cancel bids without assigning reasons.
