### ✅ Eligibility Criteria
**For MES Enlisted Contractors:**
* Class ‘C’ and above.
* Must have MoU with solar power firms rated 1A–2C (by CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork).
**For Non-MES Contractors:**
* Must meet Class ‘C’ criteria (turnover, solvency, completion of works, etc.).
* Same MoU/rating requirement as above.
* Must not be debarred/blacklisted; must have valid police verification/character certificate.
**For All Contractors:**
* Experience of solar plant work in Govt/PSU in last 7 years:
* One work ≥80% of NIT capacity (≥80 kW), OR
* Two works ≥50% each (≥50 kW), OR
* Three works ≥40% each (≥40 kW).
