### 🏗️ Eligibility Criteria
* **For MES Enlisted Contractors:**
* Minimum **Class “B”** registration with MES.
* No adverse remarks in workload/ performance records.
* **For Non-enlisted Contractors:**
* Should meet Class “B” criteria (turnover, solvency, past project record, etc.).
* Not blacklisted/ suspended by Govt./PSUs.
* **Technical Pre-qualification (all contractors):**
* Must have **MoU with solar firms** rated 1A/1B/1C/2A/2B/2C (by CRISIL, CARE, ICRA, Fitch, etc.).
* Should have completed rooftop solar plants in Govt/PSU in last 7 years:
* One project ≥200 kW, OR
* Two projects ≥125 kW each, OR
* Three projects ≥100 kW each.
* **Joint Ventures (JV):** Allowed (max 2 firms). Lead partner must have ≥60% share.
