### **2. Work Description**

**Name of Work:**
Selection of **Solar Power Developers (SPDs)** for development of **1,500 MW ISTS-connected Solar PV Power Projects** in India.

**Scope:**

* Design, engineering, procurement, construction, commissioning, and operation of grid-connected solar PV power projects.
* **Bid Capacity Limits:**

* Minimum: 50 MW
* Maximum: 750 MW per bidder
* Projects to be awarded through **tariff-based competitive bidding** followed by **e-Reverse Auction (e-RA)**.
* Successful bidders to sign **Power Purchase Agreement (PPA) with SGEL for 25 years**.

### **3. Estimated Cost & Fees**

* **Tender Fee:** ₹29,500 (inclusive of GST)
* **Earnest Money Deposit (EMD):** ₹11.80 lakh per MW (BG/online payment)
* **Performance Bank Guarantee (PBG):** ₹29.50 lakh per MW (upon award)

### **4. Eligibility / Prequalification Criteria**

* **Technical:**

* Experience in commissioning grid-connected solar PV/wind projects (capacity requirements specified in RfS).
* **Financial:**

* Net worth ≥ ₹1.06 crore per MW of quoted capacity.
* Minimum annual turnover and internal accruals requirements.
* **Other Conditions:**

* Compliance with “Class-I Local Supplier” norms (≥50% local content).
* Bidders from countries sharing land borders with India must be registered with Competent Authority.
* No blacklisting by any government agency.

* **Mode:** Online submission via designated e-tender portal.
* **Two-Envelope System:**

* **Part-I:** Technical Bid (eligibility, project details, compliance).
* **Part-II:** Financial Bid (tariff quoted in ₹/kWh).

* **Commissioning Timeline:** As per capacity/location (RfS specifies detailed schedule).
* **Liquidated Damages:** For delay in commissioning beyond scheduled COD.
* **Curtailment Compensation:** Provided in case of offtake constraints (as per PPA).
* **No tariff escalation** during the PPA term.
* **Grid Code Compliance:** All projects must meet renewable energy and ISTS grid standards.
