### **3. Eligibility Criteria**
**(A) MES Enlisted Contractors:**
* Class ‘E’ and above, Category b(ii).
* Must provide: Enlistment letter, GST registration, DD for tender cost, application on firm’s letterhead.
* Performance in ongoing works (Workload Return) will be considered.
**(B) Other Govt. Contractors (unenlisted in MES):**
* Must meet MES enlistment criteria for Class ‘E’, Category b(ii).
* Documents required:
* Proof of similar work experience with Govt/PSUs.
* Annual turnover, solvency, working capital, fixed assets.
* Police verification (last 1 year) or notarized passport.
* No recovery pending / not blacklisted affidavit.
* GST registration.
* EMD submission along with Cover-1.
* Must comply with enlistment norms under **MES Manual on Contracts-2020**.
**(C) Common Conditions:**
* Provident Fund code to be produced before work order release.
* No subletting of work, except to close family (sons/daughters/spouse) or firm’s own employees/directors.

### **4. Evaluation & Acceptance**
* Technical bids validated by Accepting Officer (CWE, Mhow).
* Non-compliance or missing documents = rejection of Cover-2.
* Right of rejection reserved; appeal possible to HQ Chief Engineer, Jabalpur Zone.
* Performance Security: 5% of contract value within 28 days of acceptance.
* Penalties for revoking/revising offers or defaulting after opening.
