### **4. Commission’s Observations & Directions**
* GSECL is a generating company; GUVNL is a licensee – matter falls under Commission’s jurisdiction.
* Directed Petitioner to:
* Issue **public notice** in 2 Gujarati + 1 English newspaper with petition details & invite stakeholder objections within 30 days.
* Upload petition and documents on its website for stakeholder access.
* File compliance affidavit with published notices.
* Directed Commission staff to:
* Upload petition on GERC website.
* Forward received stakeholder objections to Petitioner and notify objectors for hearing.
* Directed Respondent (GUVNL) to file reply within **4 weeks** (copy to Petitioner).
* Petitioner allowed to file rejoinder within **3 weeks** thereafter (copy to Respondent & objectors).
* On **interim tariff request (95%)**, Commission held parties should act as per existing **PPA terms** for energy payments.
* Next hearing date to be intimated separately.
