### ✅ **Eligibility Criteria:**
#### **Work Experience:**
Bidder must fulfill either:
* **Route I (EPC):**
Cumulative 175 MW (AC) solar projects with ≥44 MW each on turnkey basis, commissioned and operational for at least 6 months.
* **Route II (Developer):**
Cumulative 175 MW (AC) developed, ≥44 MW each, and in operation for at least 6 months.
> Work completion by a non-government entity requires ITR/Form-16.
#### **Joint Ventures (JV):**
* Max 3 members allowed.
* Lead partner: min 50% share.
* Others: min 20% each.
* JV must submit a legally valid agreement with joint and several liability.

* **L1 Bidder Selection:** Based on **Evaluated Bid Value (EBV)** – includes supply, services, O\&M, taxes, etc.
* Price bid in **Excel BOQ format** – to be uploaded on portal.
* **Only Class-I and Class-II local suppliers** (as per Make in India policy) are eligible.
* Purchase preference applicable to **Class-I local suppliers**.
