In Detail : The Indian government has introduced a new mandate aimed at strengthening monitoring and security for rooftop solar installations. All inverters installed under the PM Surya Ghar: Muft Bijli Yojana must now be connected to national servers.

This move is designed to ensure real-time data collection and improve transparency in energy generation under the central rooftop solar subsidy scheme. It also aims to enhance system accountability and long-term performance tracking.

The Ministry of New and Renewable Energy (MNRE) or an authorized central agency will manage the central data platform. All solar inverters will be required to relay operational data to this system.

To facilitate this, communication devices such as data loggers, dongles, and remote monitoring systems (RMS) must be used in every rooftop solar installation under the scheme. These devices will serve as the bridge between the solar system and the national server.

Each communication device must be equipped with a machine-to-machine (M2M) SIM to ensure secure and uninterrupted transmission of data. The use of M2M technology is expected to minimize data breaches and enhance system reliability.

The MNRE has released draft guidelines outlining security protocols for these communication devices. The guidelines focus on cybersecurity, device authentication, data encryption, and update mechanisms to maintain the integrity of the monitoring process.

Manufacturers and system integrators have been advised to begin preparations for compliance. Integration testing of systems with the national server is scheduled to begin on September 1, 2025.

This mandate will also help verify actual generation data for subsidy disbursement and better detect underperforming systems. It ensures both government and consumers have access to accurate system performance data.

With rooftop solar adoption rising across India, the new guidelines mark a major step toward a smarter, more connected renewable energy infrastructure, aligned with India’s goals for digital governance and clean energy.

The tender is divided into five district-based packages. One package allocates 3 MW to Kolkata and nearby areas. Another 2 MW will be set up in the southern districts of the state, while 2.5 MW is earmarked for central West Bengal.

The northern districts are slated to receive 2 MW of rooftop capacity, and the remaining 0.5 MW is planned for the hilly regions. These allocations aim to ensure equitable solar penetration across diverse geographic zones of the state.

In Detail : The Ministry of New and Renewable Energy (MNRE), Government of India, launched the Innovative Projects Start-Up Challenge on Rooftop Solar (RTS) and Distributed Renewable Energy (DRE) Technologies, during the National Conference on Skill Development for the Renewable Energy Workforce at Atal Akshay Urja Bhawan, New Delhi.

This unique national innovation challenge aims to identify and support breakthrough solutions for India’s rooftop solar and distributed energy ecosystem. It is being implemented under the aegis of MNRE with support from the National Institute of Solar Energy (NISE), and in coordination with StartUp India, DPIIT.

About the Challenge

The Start-Up Challenge seeks applications from innovators and startups in India, focusing on four key categories to boost renewable energy adoption:

  1. Affordability – Making rooftop solar affordable for low- and middle-income households using innovative financing, modular systems, and circular economy strategies.
  2. Resilience – Enhancing climate resilience, grid stability, and cybersecurity in solar infrastructure, especially for vulnerable and remote areas.
  3. Inclusivity – Expanding access to underserved communities through community solar, virtual net metering, and inclusive financing models.
  4. Environmental Sustainability – Promoting eco-friendly technologies such as solar panel recycling, land-neutral solar deployment, and hybrid clean energy models.

The challenge welcomes a wide range of startups in green tech, IoT, AI, blockchain, construction, energy hardware, fintech, and waste management.

Incentives and Support

The selected innovators will compete for a total prize pool of ₹2.3 crore, including ₹1 crore for 1st Prize, ₹50 lakh for 2nd Prize, ₹30 lakh for 3rd Prize, and 10 Consolation Prizes of ₹5 lakh each. Winners will also gain incubation support, pilot implementation opportunities, and mentorship from domain experts and investors, facilitated by MNRE and NISE.
