Chinese news platform Nanfang Daily reported on November 27 that construction has commenced for a series of PV projects located in Gaozhou, a county-level city administered as a part of prefecture-level city Maoming in Guangdong Province.

The project developer is Guangdong Electric Power, a subsidiary of State Power Investment Corporation. These projects will be integrated with local farming and aquafarming facilities.

The total investment for the projects comes to more than RMB 1.5 billion. The entire generation capacity of the projects is set at 300MW. According to Nanfang Daily, the integrated PV projects will create a modern, smart energy system that safely and efficiently produces clean electricity for powering local communities. They will also contribute to a lowering of CO2 emissions.

The development of the projects will proceed in three phases. The first-phase project will be located in Shigu Township and have a generation capacity of 100MW. Spanning an area of 2,011 mu, the first-phase project will be integrated with a local fish farm that raises tilapias. The person responsible for the project told Nanfang Daily that PV modules (or solar panels) will cover the fish ponds.

The facility will continue to operate according to the existing model, but the economic value of the facility area will increase significantly due to having the additional function of generating power. All in all, the project will demonstrate the advantages of the adoption of a centralized PV generation system at a farming or aquafarming site.

Based on the given schedule, the entire series of integrated PV projects will be connected to the grid by the end of next June and receive the final acceptance by the end of next August. Once up and running, the projects together will output an average of 112GWh per year. In terms of annual emission reduction, the projects collectively will cut CO2 by around 94,509MT, SO2 by around 307MT, and NOx by around 267MT.

Spanish-Japanese renewables outfit Univergy Solar has reported progress in its work to build some 3.4 MW of solar PV projects in Taiwan.

Its ongoing portfolio in Tainan City, southwest coast of Taiwan, consists of three projects sited on land that is used for agriculture.

The company said it has finalised the construction of the first solar farm, the 1.4-MW Xueshan, and is now moving on to the Xinpu and the Matelanshan projects, each set to generate 1 MW.

These projects represent Univergy’s entry into Taiwan’s renewable energy market, said Sherry Chen, head of Univergy Solar in Taiwan.

The company plans to develop new PV projects in Taiwan in the future, saying that it interested in working on alternatives such as agrivoltaic projects, a segment that is estimated to grow “in a country with little open land.”

New Energy Solar has secured a deal to sell two PV projects in New South Wales for AU$288 million (US$223 million), marking the solar investor’s exit from Australia.

The 111MWdc Beryl and 56MWdc Manildra plants, which New Energy bought in 2018, are being acquired by Banpu Energy Australia, a subsidiary of Thai company Banpu Public Company, with the transaction expected to close in the next two months.

The proportion of the sale price attributed to the Beryl plant is above the net asset value (NAV) as of 31 December 2020, while the proportion attributed to Manildra is below NAV – a discount that reflects of the impact of curtailment caused by grid constraints that have emerged near the site, Australia-listed New Energy Solar said.

The sale forms part of the company’s initiatives to reduce the gap between its NAV and its trading price, and proceeds will be used to repay group debt and reduce gearing.

Following completion of the transaction, all New Energy Solar’s remaining assets will be in the US, a market where it expects the environment “will continue to be supportive of investment in renewable energy projects”.

The transaction follows the publication of a study last August by trade association Clean Energy Council that found obstacles surrounding grid connection in Australia are creating challenges for solar developers and spooking renewables investors.

UK infrastructure giant John Laing said it would exit the standalone solar and wind markets, citing issues such as transmission loss problems in Australia.

The company’s 255MW Sunraysia solar project in New South Wales was hit by transmission issues as well as ongoing delays with the Australian Energy Market Operator’s registration process.

In early 2020, Australia-based engineering procurement and construction provider Downer Group announced its withdrawal from the large-scale solar segment, with the company’s CEO Grant Fenn saying at the time that solar operators were faced with issues around connection, grid stability and equipment performance.

Reuters and other foreign news agencies reported that the government of Saudi Arabia has just entered PPAs with seven new solar projects and inaugurated the Sakaka PV Power Plant.

Local news outlets also reported that the construction of the Dumat al-Jandal wind farm, which is the first utility-scale wind project in Saudi Arabia, is halfway to completion.

The seven new projects, together with the Sakaka PV Power Plant and Dumat al-Jandal wind farm, are expected to provide more than 3.6GW of generation capacity. This amount is enough to power more than 600,000 households in the country.

The seven new projects are under the ownership of independent power producers. The Saudi Power Procurement Company, which manages generation assets in the country, will be buying electricity from them via contracts that last 20-25 years.

Located in Al-Jouf Province and possessing a generation capacity of 300MW, the Sakaka PV Power Plant is an independent power plant and the first project to be developed under the National Renewable Energy Program of the Saudi government.

The contract for the construction of the power plant was awarded to ACWA Power, which is co-owned by Saudi Arabia’s sovereign wealth fund. The EPC work was done by a consortium that included Mahindra Susten Private Limited and CHINT Solar.

The latter is a major PV product manufacturer based in China. The plant officially entered operation on April 8.

Crown Prince Mohammed bin Salman told state news agency SPA that renewable energy projects across the country will be key components in the strategy to “optimize” the domestic energy mix.

Moreover, the Saudi government has recently launched “the Saudi Arabia Green Initiative” and “the Middle East Green Initiative” that will provide solutions to environmental issues such as land degradation and CO2 emissions.

Speaking on these plans, the Crown Prince said that even though his country is a major oil exporter, it will do its part in addressing the “climate crisis” and assume a leadership role in transitioning to the “next green era”.

Earlier this year, the Saudi government announced that it aims to source 50% of its electricity from renewable energies and natural gas by 2030. The Crown Prince said that reaching the target will offset the consumption of around one million barrels of oil equivalent of liquid fuel per day.

Bids received for Manah Solar I and Manah Solar 2 solar PV projects

Oman Power & Water Procurement Company (OPWP) has received technical submissions for the second phase of the country’s solar programme under the Independent Power Producer (IPP) model, a source aware of the project details told Zawya Projects.

The second phase comprises Manah Solar I and Manah Solar 2 solar photovoltaic (PV) IPPs, with each scheme having a generation capacity between 500 to 600 megawatts.

“OPWP received the bids on 24 January 2021. This will be followed by the submission of the combined technical and commercial proposal on 16 March 2021. It is understood firms have to participate in the initial technical submissions to bid for the contract,” the source told Zawya Projects.

He said the tender was issued in July 2020 with a bid submission date of 7 December 2020, which was extended to 16 March 2021.

Synergy Consulting has been appointed as the financial advisor, DLA Piper as legal advisor, and Fichtner Consulting as Front-End Engineering Design consultant, a second source told Zawya Projects, adding that the project is expected to start commercial operations in December 2024.

AFRY has been working as the owner’s engineer for the 39 MWp Solar PV Power Plant, located in Serei Saophoan, Banteay Meanchey Province in Cambodia, which entered commercial operation on December 15, 2020.

This ground-mounted solar photovoltaics project is one of the first large solar PV projects in Cambodia.

The project is owned by Ray Power Supply Co., Ltd, a company fully owned by B. Grimm Power Public Company Limited, Thailand.

AFRY’s assignment has included assistance in project management, design review, and site supervision services during construction and commissioning, and now continues with warranty period services.
