### **2. Work Description**
**Name of Work:**
Supply, Installation, and Commissioning of Smart Classroom Equipment in Government Colleges under DHE
**Scope:**
* Delivery and installation of interactive panels, projectors, smart boards, audio systems, and related ICT infrastructure
* Integration with existing classroom facilities
* Training of faculty/staff on system usage
* Warranty and after-sales support for a minimum of 3 years

### **3. Eligibility / Prequalification Criteria**
* **Experience:**
* At least 3 similar ICT/smart classroom projects completed in the last 5 years, each worth at least ₹50 lakh
* **Turnover:** Minimum average annual turnover of ₹3 crore during the last 3 financial years
* **Certifications:** OEM authorization, ISO 9001 & ISO 27001 preferred
* **Statutory Compliance:** GST registration, PAN, PF & ESI compliance

### **5. Procurement & Submission**
* **Tender Fee:** ₹5,000 (non-refundable)
* **EMD:** ₹10 lakh (via bank guarantee or online payment)
* **Submission Mode:** Online via the state e-procurement portal
* Part I: Technical bid with eligibility proofs and OEM certificates
* Part II: Financial bid (BOQ online)
* Bidders to submit all supporting documents in PDF format

### **6. Evaluation & Award**
* Two-stage evaluation:
1. Technical bid evaluation (compliance with specifications, credentials, past performance)
2. Financial bid opening of only technically qualified bidders
* Contract awarded to the lowest financial bidder (L1) meeting all requirements
* DHE reserves right to split the order among multiple bidders if necessary

### **7. Important Clauses**
* All equipment must be new, branded, and supported by OEM warranty
* Installation to be completed within stipulated 90 days; delay penalties applicable
* Payments linked to milestones (delivery, installation, training, final acceptance)
* Performance Security Deposit: 3% of contract value
* Bidders responsible for transportation, insurance, and installation safety
