* Complete EPC implementation of **53.9 MWac / 72.8 MWp ground-mounted solar PV plant** within KPCL RTPS premises
* Includes:
* Detailed engineering, procurement & supply of all equipment/materials
* Civil, structural, mechanical & electrical works
* Testing, commissioning & performance guarantee (PG) testing
* Comprehensive O\&M for 3 years post commissioning

### **3. Estimated Cost & Fees**
* **Estimated Project Cost:** ₹220.24 crore (incl. GST)
* **Tender Fee:** Free of cost
* **EMD:** ₹4.40 crore (DD/RTGS/NEFT/BG/Insurance Surety Bond)
* **MSEs:** Exempted from Tender Fee & EMD (with valid proof)

### **4. Procurement & Submission Process**
* **Mode:** E-tendering via CPP Portal ([https://eprocure.gov.in/eprocure/app](https://eprocure.gov.in/eprocure/app))
* **Bid System:** Single-stage, Two-envelope (Techno-commercial + Price Bid) followed by **e-Reverse Auction (e-RA)**
* **Offline Submission:** Original EMD, Power of Attorney, and Integrity Pact to be sent physically to THDCIL NCR Office before bid deadline
* **No hard copy** of price bid accepted

* **Class-I Local Supplier** only (≥50% local content as per DPIIT order)
* Bidders from countries sharing land border with India must be registered with Competent Authority
* THDCIL reserves rights to:
* Assess bidder’s capacity & capability
* Reject bids / cancel tender / alter PQ criteria without assigning reasons
* Conditional bids liable for rejection
