### **Objective**
MNRE invites proposals for **funding support** to develop or upgrade **testing facilities, infrastructure, and institutional support** for the **development of standards and regulatory framework** under the **National Green Hydrogen Mission**.
The scheme seeks to:
* Establish **new testing infrastructure** for components, technologies, and processes in the GH₂ value chain (production, storage, transport, utilization).
* Upgrade **existing facilities** to meet global standards.
* Facilitate **technology mapping**, performance evaluation, and quality assurance.
* Support creation of **Centers of Excellence** for hydrogen testing in India.
This is the **second round of CfP**; the first round (Aug 2024) approved **5 projects**.

### **Eligibility Criteria**
1. **Who Can Apply** –
* Government organizations (testing agencies, R\&D institutes, PSUs, academic institutions, autonomous bodies).
* Consortiums with a **Lead Executing Agency** (EA) for project delivery.
2. **Capabilities** –
* Relevant accreditations/approvals as per CfP.
* Hydrogen testing activities must be included in the organization’s statutory documents (to be added within 1 month of grant sanction if absent).
3. **Participation Rules** –
* Facilities must be **open to all users** (non-captive).
* EA to designate a **Lead Executer**; partners to nominate **Collaborators**.

### **Funding Pattern & Disbursement**
* **Government Entities:** Up to **100%** of capital cost for equipment, installation & commissioning.
* **Govt–Private Consortia:** Govt partner – up to 100% funding; private partner – financial & technical contributions.
* **OPEX Support:** Up to 15% of sanctioned amount (max 4 years post-completion).
* **Not Covered:** Land, building infrastructure, and non-testing capital expenses.

### **Implementation Timeline & Penalties**
* **New Facilities:** 18 months from 1st instalment release.
* **Upgrades:** 12 months from 1st instalment release.
* **Extensions:**
* Up to 6 months – PAC approval.
* Beyond 6 months – Minister’s approval + **1% penalty** on MNRE support per delay period.

### **Evaluation Criteria**
* **New Facilities:** Marks for EA credentials, land/building availability, CAPEX commitment, and proposed equipment.
* **Upgrades:** Marks for accreditations, infrastructure readiness, technical manpower, and hydrogen testing experience.

### **Proposal Submission Requirements**
* **Submit:** Hard copy to **NISE, Gurugram** + scanned copy to **[hydrogen@nise.res.in](mailto:hydrogen@nise.res.in)**.
* **Mandatory Documents:**
* Incorporation/registration papers, DPR, manpower details, last 2 years’ financials, land proof, OEM quotes, building plan, equipment list, affidavits, regulatory recognition (for upgrades), cost sheets (Annexures III–V).
* All pages self-attested, numbered, and indexed.

### **Monitoring & Reporting**
* **Steering Committee:** MNRE Secretary – overall monitoring.
* **Project Appraisal Committee (PAC):** Evaluates proposals, monitors progress, recommends fund release.
* **Post-Completion:** Annual operational reports for 5 years; audits/inspections by MNRE/NISE as needed.

### **IPR & Compliance**
* IPR shared in proportion to contributions; Govt retains royalty-free usage and march-in rights.
* Domestic manufacturing mandatory for licensed commercialization.
* EA must secure NABL accreditation (ISO/IEC 17205:2017) and necessary regulatory approvals.

* **Annex I:** Indicative hydrogen testing list (electrolyzers, storage tanks, dispensers, safety devices, piping, fuel cells).
* **Annex II–XII:** Application formats, cost templates, affidavits, evaluation metrics, acceptance letter, CA certificates, completion reports, and IPR guidelines.
