### 📝 **Eligibility & Bidding Structure**
* **Bidders:** Open to Rooftop Solar Power Developers (SPDs), including companies, joint ventures, or consortiums
* **Bid Format:** Single-stage, two-envelope (Technical & Financial Bids)
* **Minimum Requirements:**
* Technical eligibility (experience in solar project development)
* Financial eligibility (net worth and turnover as per criteria in Section IV)

* Projects are to be developed under the **RESCO model**:
* The developer invests, installs, and owns the system

* **No Central Government Financial Assistance** is provided for these projects
* Fiscal incentives such as accelerated depreciation, tax holidays, etc., may be availed by bidders at their discretion

* Selection based on:
* Technical qualification
* Lowest tariff offered (L1 selection method)
* No e-reverse auction is applicable
* SJVN reserves the right to cancel or modify the RfS at any stage
